How to make it

In a medium sauce pan, combine butter and flour. Cook mixture on medium heat for 3 minutes while stirring (flour mixture).
Add onion, garlic and celery into flour mixture. Cook for another 2 minutes.
Add in the remainder of the ingredients. Bring mixture to a boil and then simmer for 3 minutes. Serve hot.
